Abstract

This research investigated the educational reform effort based on Mortimer Adler's Paideia Proposal (Adler, 1982) as implemented in two Chattanooga City Public Schools, Chattanooga school for the Arts and Sciences (CSAS) and Chattanooga School for the Liberal Arts (CSLA). Extensive research of local newspaper files to gather historical data concerning the proposal's implementation, ethnographic interviews with community leaders and educators involved in the reform process, and an evaluation of the model were included in the study. Qualitative data to date indicated that reform efforts at CSAS, the pilot school for the Paideia project, and CSLA, the sister school, have been successful. Quantitative data needs to be analyzed to further validate the research. Several themes concerning educational reform emerged from this study. First, the Paideia project was truly a grassroots movement, initiated, implemented, and supported by civic groups. Second, reform efforts in Chattanooga demonstrated the importance of community involvement through partnerships between educators and administrators. Third, this study verified that reform in an urban school setting is possible. The researcher's conclusion is that the current situation in American schools is not hopeless. With the prospect of educational reform emerging from within all communities, there is a future for education in the twenty-first century.
